Richard P. Evans, a hip and knee replacement specialist and associate professor in the department of orthopaedic surgery at the University of Arkansas for Medical Sciences in Little Rock, has received an American Academy of Orthopaedic Surgeons Achievement Award. Evans received the award in recognition of his national contributions to education, research and advocacy in the surgical specialty of orthopedics.

Financial Services
Cam Deacon and Whit Penick have been hired as commercial loan officers by First Security Bank in Little Rock. 

Government & Politics
Lowell Nicholas has been named special projects director for the Arkansas Insurance Department. In the position, Nicholas will advise the state insurance commissioner on a variety of topics, especially those relating to the implementation of provisions of the new Patient Protection & Affordable Care Act. Nicholas previously was special projects director for the Department of Human Services Division of Behavioral Health Services.

Health Care
Brad Edwards, president and chief executive officer of First Security Bank in Jonesboro, has been named chairman of the board of directors of the St. Bernards Development Foundation. The foundation exists to accept philanthropic gifts for St. Bernards Healthcare in Jonesboro and is governed by a board of community leaders.

Fidel Davila has been promoted from vice president of medical affairs to chief medical officer and vice president of medical affairs at QualChoice of Arkansas Inc. in Little Rock. Cindy Furgerson has been promoted from assistant vice president of quality and care management to vice president of quality and care management at the same office. Barry Fielder has been hired as vice president of pharmacy for the company. Fielder most recently served as vice president of clinical support services for InformedRx in Little Rock.  

Vince Restivo has been hired as vice president of aircraft completions and interior design by Hawker Beechcraft Corp. in Little Rock. In this role, Restivo will lead the aircraft interior product definition and development effort for all HBC aircraft. Before being hired by HBC, Restivo was director of completion sales at Gulfstream in Savannah, Ga.  

Sara Lunsford has been hired as senior associate for the marketing and communications practice of Clark Bova Group LLC in Little Rock. In the new position, Lunsford will provide support for CBG clients in need of services ranging from strategy and branding to merger and acquisition communication planning. Lunsford previously was director of corporate marketing and communications for Technisource Inc. in Little Rock.

Laine Harber has been hired as deputy director of operations by the Arkansas Arts Center in Little Rock. Previously, Harber was vice president of financial planning at Windstream Communications in Little Rock.

Real Estate
Jerry Wallace has been hired as a real estate agent by Crye-Leike Realtors in Bryant.

Byron Jones recently obtained his real estate license and was hired as a real estate agent by Crye-Leike Realtors in Conway. He previously was a software developer for Acxiom Corp. in Conway.

Ryan Lasiter of the Doyle Rogers Co. in Little Rock has completed the requirements to be named a certified commercial investments member and has been awarded the designation by the CCIM Institute. CCIM is a recognized expert designation in the disciplines of commercial and investment real estate, and only an estimated 6 percent of commercial real estate professionals in the United States hold the designation.

Technology & Telecom
Phil Bibbs has been hired as a business consultant by Mainstream Technologies in Little Rock. Bibbs previously worked as senior client representative for IBM in Little Rock.
