Moses Tucker Announces $13M Project to Turn Arkla Building Into Upscale Apartments

Moses Tucker Real Estate announced plans on Thursday to redevelop the old Arkla Gas building in downtown Little Rock, converting it into upscale apartments by spring 2015.

The $13 million project will be called MacArthur Commons and include 84 units, which the company will build on the south side of the site at the corner of East Capitol and River Market avenues.

An announcement about another "significant development" on the north side of the site will be made soon, the firm said.

The former Arkla site is located on East Capitol Avenue, bounded by East Fourth Street to the south, River Market Avenue to the east and Rock Street to the west. Until recently, the building was occupied by the Arkansas Office of Child Support Enforcement. That agency has moved to the Mann on Main building project, another Moses Tucker development.

"We continue to see strong demand for all forms of housing in the downtown market, in particular the River Market District," Moses Tucker partner Jimmy Moses said in a news release. "These will be the first ground-up, multi-family rental units built in over 35 years downtown."

AMR Architects of Little Rock will design the project, which the news release described as "contemporary with a combination of brick, exterior composite and metal panels with wide spans of cantilevered glass." Central Construction Group of Little Rock is the general contractor.

The project will be designed to afford views of the downtown skyline to the west and the MacArthur Park neighborhood to the south. The north portion of the former Arkla site will include a landscaped terrace, fitness center and elevated swimming pool.

The portion of the project at the corner of Capitol and River Market will be developed into about 2,900-SF of commercial space for lease.

"We hope to attract a great neighborhood deli or cafe to truly bring convenience and a dynamic feel to the project," project coordinator Jamie Moses said.

According to the release, the project will include a single level of secured parking for tenants with elevators servicing the three residential floors above. Each unit will have a private balcony, and ground-floor units facing Capitol will have terraced garden areas.

The current building on the site will be razed this fall, and construction on MacArthur Commons is scheduled to begin in the first quarter of 2014.
