Gov. Mike Beebe on Thursday named Frank Scott Jr. of Little Rock to the Arkansas Highway Commission, replacing John Burkhalter, who resigned from the commission to focus on his run for Arkansas lieutenant governor.

"I've watched Frank develop from an eager young man to an experienced, knowledgeable and fair-minded professional," Beebe said. "I can’t help but think of the gubernatorial appointment I received as a young professional, and I know Frank will make the most of this opportunity."

Scott, 29, is an executive with First Security Bancorp. He grew up in Little Rock and holds an MBA in strategic management from the University of Arkansas at Little Rock.

Scott is also on the boards of directors for the Little Rock Port Authority and Big Brothers/Big Sisters of Central Arkansas. Beginning in 2007, Scott spent five years on Beebe's policy staff, and was serving his director of intergovernmental affairs when he left for his current job.

In 2011, Scott was named among Arkansas Business' 20 In Their 20s class.

The appointment expires Jan. 14, 2017.
