- Goss chronicles the life and career of the longest continuously serving chairman of the House Ways and Means Committee, Democrat Wilbur D. Mills of Arkansas. Mills served in the U.S. House of Representatives from 1939 to 1977 and is noted for his role as the "architect" of many policies including Medicare, tax reform, interstate highways and Social Security.
