Designs, creates and implements both inside and outside software solutions increasing the efficiency and effectiveness of the business. Performs local analysis of equipment operation and performance, detection of network malfunctions, isolation of network faults, and generation of remedial response activities.
Duties and Responsibilities
?Supervise the work of other programmer analyst and programmer positions.
?Function as the data base administrator.
?Define all databases and maintain accuracy and consistency in the data dictionary for all applications.
?Define and maintain all data interface definitions between various application platforms, such as GIS, network servers, web servers, etc.
?Perform as a project leader on any project from definition to implementation.
?Critically review all programs prior to implementation to verify consistency and conformance with established departmental guidelines, policies and practices, as well as industry standard guidelines; perform acceptance testing and program implementation for assigned systems and/or projects.
?Conduct thorough problem analysis in regards to technical system and application programs; document findings and propose problem resolution alternatives.
?Create, administer, review, and maintain integrity of all network performance reports.
?Analyze cell sites and network performance for deviations in performance.
?Support and monitor in-house developed network operations and field service tools and recommend, develop and implement new tools when needed.
?Monitor/verify operation of equipment after reconfigurations, modifications, or upgrades.
?Document systemic problems and present information to internal customer(s) or vendor(s).
?Interact with cross-functional groups and vendors to identify and troubleshoot network performance problems and service degradation trends.
?Detect potential problems before they become service affecting and/or minimize the impact of existing service affecting issues through analysis of various data.
?Bachelor?s degree in a technical or related field and 5 years professional level experience; or 9 years professional level related technical experience; or an equivalent combination of education and professional level related technical experience.
?Two plus years experience in wireless telecommunications networks with a strong understanding of key critical metrics.
?Ability to understand and integrate a wide range of tasks into software solutions.
?Exceptional communication and interpersonal skills.
?Technical proficiency in relevant languages and development tools including RPG, COBOL, CLP, SDA, SEU, GUI, and a working knowledge of Windows and AIX.
?Thorough understanding of structured programming principles, system analysis techniques, system design, industry standard testing principles, system implementation, user training, and follow-up.
?Ability to demonstrate a thorough working knowledge of database administration and data modeling terms, concepts, and practices.
?Capacity to define data model patterns, data normalization, and ability to build a data model using current tools.
?Capability to work under tight deadlines while keeping project priorities in perspective.
?Ability to work well in a team environment.
?Strong problem solving and network troubleshooting skills.
?Fluent in Delphi, C++, C#, SharePoint, SQL and assorted Web based CGI programming.
?Working knowledge of basic telephony and network architecture.
?Good understanding of GSM and CDMA principles.
?Advanced understanding of TCP/IP network principles.
?Familiar with several different Databases and strong fundamental database knowledge including, Oracle, MSSQL and MySQL.
?Hands on experience with Nokia, Lucent, Motorola, Nortel switching and cell site equipment.
