Web Developer/Web Master


Philander Smith College is a private, historically Black, four-year liberal arts institution nestled near the progressive epicenter of downtown Little Rock which encompasses the thriving cultural and business River Market District and the William J. Clinton Presidential Center. Affiliated with the General Board of Higher Education and Ministry of the United Methodist Church, the college holds the distinction as the only United Negro College Fund (UNCF) member institution in the state of Arkansas. Philander Smith College is accredited by the North Central Association of Colleges and Schools, National Council for the Accreditation of Teacher Education, Association for Collegiate and Business Schools and Programs, and the Council on Social Work Education and currently offers four degrees: Bachelor of Arts, Bachelor of Science, Bachelor of Business Administration, and Bachelor of Social Work.

Reporting to the Director of Computer Information Systems, the Web Developer/Web Master will control/access monitoring of the College’s website. Applicant will also be responsible for the website’s design, configuration, and updates. Other duties will include, but are not limited to, the following:
• Develops and manages the college web site, supporting content area directors and chairperson in areas. including marketing, advertising, communications, student recruitment, client services, course-based curriculum, student services and other areas.
• Performs installation, upgrade and repair of web applications/web pages.
• Troubleshoot web site problems and recommend solutions or execute fixes.
• Monitors and fine tunes web performance.
• Manages links and cross promotions with other web sites, ensuring that links are up to date.
• Updates information in web pages and databases so that content is kept current; checks bugs and problems, and diagnoses and fixes them.
• Ensure that all webmaster mail receives timely responses.
• Trains identified content owners in the use of web conversion tools, and conversion of documents to HTML.
• Confers with hardware and software vendors to obtain information, resolve problems, and arrange and conduct demonstrations and evaluations.
• Maintains up-to-date knowledge of technical issues and advances in web design and management.
• Proficient in the effective use of new media and social networking tools and methods.

Required Qualifications:
• Earned bachelor's degree with a major in mass communication, public relations, computer science, management information systems or related field
• At least two years of experience in Web contents management and information technology, or an equivalent combination of education and experience

Desired Qualifications:
• Excellent Verbal and Written Skills.
• Principles and practices of information technology including hardware and peripheral electronic devices, telecommunications, and terminology.
• Practices and procedures for producing an effective website visual image such as fonts, formatting, icons, images, layout, modularization, template and image archives.
• Practices and procedures for high speed and quality image delivery including compression, resolution, size, color mapping and depth.
• Programming languages including HTM/CSSL, Dreaweaver, PHP, PErl, Sql, and common scripts such as message boards and banner ads.
• Multi-media applications including streaming audio/video, editing video/photos.
• Regulations and technology related to website accessibility, especially in alternative browsers.
• Developing, maintaining, troubleshooting and repairing websites and web pages including hardware, operating systems and software.
• Developing and providing effective training and assistance to web content managers.
• Proficient in the effective use of new media and social networking tools and methods.
• Must be a collaborative partner who places a high priority on internal and external customer service.
