The North Little Rock Housing Authority is seeking applicants for a Development Manager. This position is responsible for the administration, coordination, and implementation of the Housing Authority’s Capital Fund and Development Programs. Oversees annual plans, monitors modernization budgets and contracts, and all stages of pre-construction, construction, and development; prepares bids, RFPs, RFQs, & A&E services; Assures inspection compliance.
Minimum qualifications: Bachelor degree or equivalent in business administration, public administration, real estate development, or related field and 10 years experience in real estate rehabilitation or development activities, or an acceptable combination of education and experience.
Experience must include extensive budget development and monitoring; specific knowledge of HUD reporting and development regulations and guidelines. Must have effective negotiating and decision making skills; demonstrated ability to supervise and monitor a diverse group of professionals; exceptional computer skills; effective time management of multiple projects with major deadlines; good organizational, systems development, and recordkeeping skills.
