The North Little Rock Housing Authority is seeking applications for a Director of Finance/Controller.
The candidates will possess: Baccalaureate Degree in Accounting from an accredited college or university. Master's Degree in Accounting preferred. Certified Public Accountant designation is required. Demonstrated working knowledge of financial accounting processes and principles related to 501(c) 3 nonprofits, Low Income Housing Tax Credits, and mixed-financed housing projects a plus.
Seven years of administrative budget, financial experience in a large business or government organization, four years of which has been at the management level directing the provision of administrative services, which has included operating budget analysis, procurement of goods and services, finance management, accounting and/or closely related activities. Or, any combination of education and experience determined to be acceptable by the Executive Director. Knowledge of local, state and federal agency laws and regulations as they are applicable to public accounting and finance procedures and processes; Demonstrated supervisory experience and ability to accomplish goals through subordinates; Skill in evaluating the effectiveness of administrative functions and in implementing changes to provide for effective and efficient operations; Ability to work effectively in a fast-paced environment coordinating several major activities at once; Ability to make decisions and to work well under pressure, particularly when faced with unexpected occurrences or delays; Ability to analyze and comprehend organizational and procedural problems involving work production, work flow, forms and records controls and staff utilization; Ability to direct and coordinate the accounting and budgetary activities necessary to carry out an agency's administrative functions; Ability to express and present ideas effectively both orally and in writing; Ability to utilize personal computers in the performance of duties; Ability to establish and maintain good working relationships with residents, other PHA employees, department heads, government agencies, design professionals, supervisors and craft workers.
The Director of Finance will manage the financial accounting process, financial statement preparation and financial audit coordination for the agency and will provide direct leadership for the A/P, A/R, General Ledger, & Payroll departments. Must also have work experience with Government based Fund Accounting and working knowledge with the financial management of HUD based Public and Indian Housing funding programs such as Section 8 Housing Choice Voucher, Capital and Replacement Housing Factor Fund Grants, Public Housing Operating Funds. This is administrative management work directing through subordinate managers the development, implementation and provision of the administrative functions and services of the Authority. The incumbent in this class plans, organizes, supervises and evaluates the development, implementation and operations of administrative function, including finance and accounting.
