State to Audit Texarkana’s Water Park Financing

TEXARKANA, Ark. — Texarkana’s financing of its new water park and convention center will be the subject of a state audit.

Texarkana Mayor Wayne Smith says he became concerned last year when he learned that $584,000 had been moved from a water utility fund into the city’s general fund. Smith says that money was later provided to developers of the Holiday Springs Water Park and convention center.

A subcommittee of the Legislative Joint Auditing Committee agreed this week to refer the case to the Division of Legislative Audit. Miller County Prosecuting Attorney Carlton Jones, State Rep. Prissy Hickerson and state Sen. Jimmy Hickey requested the audit.

Texarkana City Manager Harold Boldt, who was rehired last month, tells the Texarkana Gazette that he welcomes the audit.
