Ryan Biles recently passed the Architect Registration Exam to become SCM Architects' 10th registered architect. Colleagues Rachel Miller and Stacey Breezeel have passed the National Council for Interior Design Qualification exam to become licensed interior designers. Biles, Miller and Breezeel work in SCM's Little Rock office.
Eric Harrison has been named vice president of technical services at RoofConnect, a commercial roofing service provider in Sheridan. In his new position, he will supervise the bid process for large repair and reroofing projects.
Bradford Gaines has been hired as director of business development for Hart Construction LLC of Little Rock.
Rachida Parks has been hired for a faculty position at the University of Arkansas at Little Rock in the College of Business. Parks will teach one summer class and begin full time in the fall.
John Freeman has been named chairman of the Arkansas Bankers Association for 2012-13. Freeman has 39 years of banking experience and is the president of Liberty Bank of Arkansas in Jonesboro.
Kelly Massey was awarded the U.S. Small Business Administration Counselor of the Year for Small Business Development Centers at an event in Washington, D.C., for his work providing financial training and counseling programs to small businesses. Massey is the center director of the Arkansas Small Business & Technology Development Center at Henderson State University.
Robert T. "Cruncher" Grant was recently hired as a financial planner at the Texarkana, Texas, branch of Hutchinson Financial Inc. of Little Rock. Grant worked as a financial adviser at Edward Jones before making the move.
Dr. Barry Allen recently joined the Rogers location of Community Clinic, an income-based health care provider. As a pediatrician, Allen has been providing health care for children for more than 34 years and co-founded Tree of Life, a free clinic, also in Rogers. He previously worked at Mercy Health System's Lowell Medical Center.
Peggy Starling has been promoted from assistant vice president to vice president for Medicaid services and provider strategy at the Arkansas Foundation for Medical Care.

Cassil has a bachelor's degree in journalism and a graduate certificate in nonprofit management from the University of Arkansas at Little Rock as well as more than 30 years of experience. She previously served as senior strategist of strategic development at the Arkansas Foundation for Medical Care.
Sam Cooper of Little Rock has joined Lamar Advertising as a sales consultant.
He has more than 15 years of experience in media, including a stint as marketing director for Dempsey Film Group in Little Rock.
Miranda Mathews was promoted to store manager at the Little Rock location of Maurices, a nationwide fashion and specialty retailer.
Mathews is responsible for the day-to-day operation of the store.
