The pension fund is moving forward with the $18.1 million project, which will encompass another 63-unit, six-story, 128,000-SF tower.
Baldwin & Shell Construction Co. of Little Rock is expected to finish the construction by the fall of 2007.
Riley had plans for the second phase but never got that far. ATRS inherited Woodland Heights and the phase 2 site as part of its financial settlement with Riley.
