Davy Carter Sends Abortion Bill Back to Committee

LITTLE ROCK — House Speaker Davy Carter says he's sending a proposal to ban most abortions in Arkansas at 12 weeks of pregnancy back to a committee after Democrats complained it was approved improperly.

Carter said Tuesday he'll send the 12-week abortion ban back to the House Public Health, Welfare and Labor Committee after the panel approved the restriction on a voice vote. The Democratic vice chairman of the committee complained that the Republican chairman didn't recognize a request for a roll call vote.

The panel approved the 12-week ban and another measure that would ban most abortions at 20 weeks earlier Tuesday.

Democratic Gov. Mike Beebe has said he has constitutional concerns about both bills, but won't say whether he'll veto them.
