Function: The East Africa Dairy Development-II (EADD-II) Grants and Contracts Officer of Heifer International’s EADD-II Project. Based at Heifer International’s headquarters (HQ), this position will, among other functions, act as liaison between the EADD-II Project Regional Office, EADD-II partners and Heifer HQ constituents, as directed by the Vice President for Africa Program and in alignment with Heifer-required processes and best practices. The position will also be responsible for reviewing, analyzing and packaging project progress reports, prior to submission to the Vice President of Africa Area Program. Responsibilities: Organize and coordinate stakeholders from EADD-II Regional Office to Heifer HQ. Ensure grant funds are appropriated in order to achieving EADD-II project objectives within the conditions set by the donors. Coordinate billing and paperwork with departmental stakeholders, to ensure compliance to the grantor. Coordinate efforts with internal and external public relations and/or marketing personnel ensuring a cohesive message in line with grantor requirements. Review EADD-II Annual Operational Plans, semi-annual and annual reports to measure project progress. Visit EADD-II project sites, partners, and project participants as required, to monitor project implementation, and identify/address any issues affecting implementation. Ensure timely corrective actions, flow of information, and full involvement of the Africa Area Program staff in EADD-II when necessary. Convene with HQ stakeholders in quarterly meetings to advise on projects, identify issues requiring action and ensure follow-through on deliverables. Support the Vice President in establishing and maintaining strategic linkages and networks in agri-business within East Africa, the United States, and other parts of the world, to keep EADD-II and Heifer International within dairy development industry standards. Coordinate and represent the EADD-II project in the absence of the Vice President, as required. Prepare all donor/project contracts, administrative and management documents and reports as requested by donors and grantors. Act as Secretary of the project’s Strategy Committee, attending all meetings as note-taker and ensuring follow-through on action items Facilitate arrangements for travel, meetings, conferences and training workshops related to the project in collaboration with the EADD-II regional office. Develop and maintain shared learning with various HQ constituencies on EADD-II. Coordinate with project management to ensure compliance with grant guidelines and effect changes as required. In coordination with the Director of Finance and Administration for the Africa Area Program, assist with grants and financial data reconciliation and preparation for annual audit. Communicate effectively, oral and written, including the preparation, independent review and presentation of project reports. Review expenditures, project status, to ensure proper implementation of funds. May perform other job-related responsibilities as required or assigned. Minimum Requirements: Bachelor’s degree in Agriculture Economics, Agriculture Business, Business Administration, Natural Resources, Rural Development Administration, International Development or related field, plus five (5) years’ job-related experience. Minimum of one (1) year in a supervisory or leadership capacity. Preferred Requirements: Master’s degree in Business Administration. Seven (7) years’ experience in Business Administration, or similar field. At least four (4) years’ experience in grants management and grants administration. Most Critical Proficiencies: Working knowledge of planning, monitoring and evaluating techniques. Knowledge of the non-profit sector and the context to which non-profit organizations operate. Knowledge and experience in dairy value chains, agriculture, economic development, animal husbandry, community development and overseas work in Africa. Superior data analysis skills. Excellent organizational and administrative skills including strong attention to detail. Strong participatory management skills and knowledge of global sustainable development. Familiarity with the assigned region (living or working), as well as projects and issues arising in the region. Intermediate level expertise in the use of word processing, spreadsheets, database and electronic mail software (Microsoft preferred). Strong English language skills – oral and written. Proficiency in finance/accounting processes and reporting Essential Job Functions and Physical Demands: Producing and presenting accurate documents in a well-designed and attractive format with impeccable attention to detail. May require constant sitting and moving; working at a computer for extended periods of time. Excellent interpersonal and communication skills with the ability to work cooperatively, tactfully and diplomatically with a culturally diverse group of people. Working with sensitive information and to maintain confidentiality. Willingness and ability to work outside of normal business hours, including normal business hours in different time zones. Willingness and ability to travel domestically and internationally. Physical ability to travel to and walk around project and program sites and to lift/carry as much as 30 pounds (14 kilograms) floor to waist. Willingness to cooperate effectively with all staff, other field personnel, project partners and collaborating organizations. Proven ability to be a clear, effective, and timely communicator with colleagues, donors and the general public using various electronic communication technologies, as well as face-to-face and via telephone. Self-starter and proven ability to work with remote teams. Strong engagement in teamwork with the ability to adapt to change easily.
