The rate of Americans without insurance has fallen to 13.2 percent as of March 4, the U.S. Department of Health & Human Services announced last week.

The department noted that 16.4 million Americans have gained health insurance since the Affordable Care Act was signed into law five years ago, March 23, 2010. It was the biggest change in the number of the uninsured in 40 years.

Since the start of open enrollment in October 2013, the uninsured rate has fallen from 20.3 percent to 13.2 percent, a 35 percent decline.
