Leroy Carter has been elected chairman of the board of the Helena Harbor, a slackwater harbor and 4,000-acre industrial park on the Mississippi River. Carter succeeds William Quiney III of Elaine, who retired.
Carter, who also owns a retail clothing store called The Carter’s Way, has served on the board of the Helena-West Helena/Phillips County Port Authority.
Jonathon J. Sawrie has been named chief of the U.S. Army Corps of Engineers Little Rock District. Sawrie replaces Sandra Ester, who retired in December.
Sawrie will serve as the senior contracting business adviser to the district commander and will be responsible for managing the district’s contracting program. He has served in the Little Rock District for 37 years and since 2013 has managed the contracting program for the district’s annual $50 million civil works budget.
Philip Powell has been hired as assistant director of public affairs and government relations at the Arkansas Farm Bureau in Little Rock. Powell previously worked at Chonex Inc. in Robertsdale, Alabama, as an agribusiness production consultant, executive assistant and sales and operations supervisor.
