SWEPCO Seeks Approval for New 72-MW Solar Facility


Southwestern Electric Power Co. is seeking approval from the Arkansas Public Service Commission for a new 72.5-megawatt solar project.

The Rocking R Solar Facility is projected to be completed by Dec. 1, 2024, the company said in a news release. It would be located about 20 miles north of Shreveport, Louisiana. The project is also subject to approval from the Louisiana Public Service Commission and the Federal Energy Regulatory Commission.

The array would be part of a power purchase agreement with Rocking R Solar LLC, an affiliate of D. E. Shaw Renewable Investments LLC. The company will develop, construct and operate the facility, while SWEPCO has agreed to purchase power at a fixed rate for 20 years, with an option to buy the facility after 10 years. 

The project’s 72.5 megawatts is enough to power approximately 12,000 homes for a year.

SWEPCO President and Chief Operating Officer Malcolm Smoak said the project will advance the company's long-term plan to increase its use of clean energy sources. He said it will also provide savings to SWEPCO's 543,000 customers in Louisiana, Texas and Arkansas.

“The fixed price supply of solar energy, which is unaffected by fluctuations in fuel prices, is a significant benefit to SWEPCO customers,” Smoak said in the release. “Rocking R will provide SWEPCO customers with reasonably priced renewable energy and savings compared to other generation and supply options over the length of the power purchase agreement.”
