Encore Bancshares Announces Four New Board Members (Movers & Shakers)

Encore Bancshares of Little Rock has announced four new board members: Garrett Frost, Rita Lowman, Chad McNair and Mark Richardson. Frost is the president and CEO at Frost Flying of Marianna, with experience in finance, insurance and real estate. Lowman is a 45-year banking veteran, with experience overseeing 23 acquisitions and as the former president of Pilot Bank of Tampa, Florida. McNair is the CEO of McNair Java Partners of San Antonio, Texas, with management experience in startup ventures such as aerospace, coffee and real estate. Richardson is the president and CEO of multiple family-owned businesses, with experience in industrial, retail, office, hospitality and residential real estate developments.


Kim Guinn
Kim Guinn (First Community Bank)

Kim Guinn has joined First Community Bank of Batesville as the vice president of treasury management sales at the bank’s Rogers branch. Guinn has more than 21 years of experience in retail banking and branch management and will develop treasury management and depository relationships in northwest Arkansas.


Megan Lahay has been hired as a senior vice president and treasury management officer at Citizens Bank of Batesville. In her new role, Lahay will manage business development, client service and revenue growth in the bank’s northwest Arkansas market.

Fred Wood (Partners Bank)

Fred Wood has been hired as chief legal counsel and strategic initiatives officer at Partners Bank of Little Rock. Wood has more than two decades of experience in business.

Barrett Belew and Randi Chambers have been promoted to partners at HoganTaylor of Tulsa. Belew has a decade of audit experience and will provide service to investment funds, investment companies, nonprofits and other privately held businesses, as well as lead business development efforts in the Little Rock office. Chambers will provide audit services to manufacturing and distribution, franchisors, real estate and professional services out of the Little Rock office. She also specializes in employee benefit plans.
