Bipartisanship is so rare in legislative bodies these days that we like to note it when it happens, even if we’re months late.

One example occurred during the last legislative session, when lawmakers passed Act 313 of 2025, which permits accessory dwelling units on any lot that contains a single-family dwelling. The proposal was sponsored by Sen. Bart Hester, R-Cave Springs, and Rep. Nicole Clowney, D-Fayetteville.

An accessory dwelling unit, or ADU, is defined by the American Planning Association as a smaller, independent residential dwelling unit on the same lot as a stand-alone single-family home. And they’re one potential solution to the U.S. housing crisis.

Meanwhile, the Little Rock Board of Directors late last month approved an ordinance to bring the city in compliance with Act 313. At that same meeting, the board also voted to let Little Rock developer Mike Orndorff build four tiny homes in the Hanger Hill neighborhood, though some residents have voiced opposition to his plans. Tiny homes are another potential solution to the lack of affordable housing.

These moves may have unintended consequences, but at least they reflect an acknowledgement by lawmakers of the problem and a move toward solutions.
