Anne Gardner has been promoted to chief privacy officer at Arkansas Blue Cross & Blue Shield of Little Rock. In this role, she will oversee compliance with the Health Insurance Portability & Accountability Act (HIPAA), companywide privacy policies and procedures, impact and risk assessments, and data protection. Gardner will also represent the company’s legal department in managing artificial intelligence-related assets, draft business associate and data use agreements, and provide litigation support.
Gardner joined Arkansas Blue Cross & Blue Shield’s legal department in 2024. She had previously served nearly 25 years as a federal prosecutor in the Eastern District of Arkansas. Additionally, she worked with the U.S. Department of Justice’s Office of Justice Programs in data privacy and integrated justice information systems. Gardner has written four publications concerning information privacy and the Fourth Amendment.
Gardner holds a Bachelor of Science in international relations and economics from the University of Wisconsin in Madison. She earned her juris doctor from the Columbus School of Law at the Catholic University of America in Washington, D.C. Gardner is certified as an information privacy professional by the International Association of Privacy Professionals of Portsmouth, New Hampshire.
