Amber Crouch has been promoted to general counsel at the Arkansas Securities Department, following the retirement of long-serving chief attorney David Smith. Crouch, who worked as a staff attorney from 2010 to 2016 and returned to the ASD as a staff attorney in November, will supervise staff attorneys and manage ASD legal affairs.

Warren Carter, executive vice president of the Arkansas Farm Bureau Federation in Little Rock, has announced plans to retire effective May 31. Carter has spent the past six years as executive vice president. Before that, he led the organization’s commodity and regulatory affairs division for 13 years.
