LITTLE ROCK
Population: 202,591
Mayor: Frank Scott Jr.
County: Pulaski
Region: Central

The Challenge

With approximately 10% of Little Rock’s adult population speaking only Spanish, finding the resources needed could be difficult, especially when immigrants in Little Rock are 66% more likely to be entrepreneurs or self-employed. When Mayor Frank Scott Jr. established the Office of Diversity, Equity and Inclusion (ODEI) in 2021, he expanded the possibility of access across the board.

DID YOU KNOW?
As of August 2023, 61 small business owners have participated in the Emprende program, with an 81% graduation rate.

The Solution

Through the ODEI’s efforts, Emprende was created. Developed in collaboration with residents, bankers, small business technical development professionals and city staff, Emprende provides the necessary knowledge, resources and connections to ensure Little Rock’s Spanish-speaking community is fully included in and contributing to the city’s economy. The program provides a series of eight classes on establishing, operating and growing a business that are free to Little Rock residents accepted into the program.
