Jay Ellington has been hired as city manager for the city of Texarkana, Arkansas. He previously served as the administrative/general service director for Ruston, Louisiana, and assistant city manager in Corpus Christie, Texas.
Colleen Carr has been appointed director of workforce development at the city of North Little Rock. She previously served as director of economic development for the city of Sherwood.
Jim Clark has been promoted to assistant director of human resources at Conway Corp. He previously served as human resources specialist.
Clark has been with Conway Corp. since July 2019.
Justin Hoadley has been hired as the director of special events at the University of Central Arkansas in Conway.
Hoadley most previously served as director of event planning for Tanarah Luxe Floral of Little Rock.
He also worked at Events Rental & Floral in Conway for eight years.
Beth Langley of Title Guaranty Co. in El Dorado has been named president of the Arkansas Land Title Association board of directors.
Other ARLTA members recognized at the association’s recent convention were: Billy Roehrenbeck, owner of Pulaski County Title in Little Rock, who was named 2021 Arkansas Title Person of the Year; Bryan Gibson, of Waco Title in Springdale, who was named Arkansas Young Title Person of the Year; Dale Spence of Pulaski County Title of Little Rock and Eva Lou Crawford of Kings River Title of Berryville, who received the 50 Year Award; and Wade Williams of Kings River Title in Fayetteville and Debra Lynn Crow of Kings River Title in Berryville, who received the 25 Year Award.
