Kemp is a member of the Government Finance Officers Associations in Arkansas and Texas, the American Institute of Certified Public Accountants and the Arkansas Society of Certified Public Accountants.
He serves on the boards of the Arkansas Rice Depot and the grant-making BKD Foundation and on the allocation committee of the United Way.
