Position Information/Description: To perform analysis and overview of landfill operations to ensure compliance with federal and state regulations regarding solid waste disposal.
Essential Job Functions: Monitors ground water monitoring systems, conducts sampling and secures analysis as needed.
Prepares bid specifications for contract services, i.e. composting, rock suppliers and other required supplies; ensures compliance with contracts and specifications for Solid Waste Division projects. Monitors leachate, storm water and gas collection systems for proper maintenance and operation. Reviews plans for major landfill cell development and projects to ensure compliance with Arkansas Department of Environmental Quality (ADEQ) state and federal regulations, specifications and ordinances. Serves as the Solid Waste Services Manager liaison and/or representative on major landfill projects; relates information to City employees, consulting engineers, contractors and appropriate agencies; ensures the appropriate agencies are notified of project specifications, funding requirements and applicable federal, state or local regulations. Recommends landfill operational projects needed to eliminate specific problems such as design of drainage and pump systems. Inspects contractor's work during construction to ensure compliance with approved plans and specifications; performs final inspection of construction and recommends approval for final payment or prepares the list of items to be corrected before final approval. Prepares designs for assigned projects including material specifications and estimates amount of material needed. Assists in the maintenance of necessary files and correspondence as required by the Environmental Quality (ADEQ); prepares correspondence to contractors related to landfill operations, contract services and construction.
Minimum Qualifications and Additional Requirements: These knowledge, skills, and abilities are usually, although not always, acquired through a Bachelor's degree in Civil Engineering or a related field and two (2) years experience in solid waste. Equivalent combinations of education and experience will be considered.
Must possess registration as an Engineer in Training (EIT) within six (6) months of employment.
Must possess Arkansas Department of Environmental Quality (ADEQ) 1A License within one (1) year of employment; must acquire Arkansas Department of Environmental Quality (ADEQ) 1B License within one (1) year of acquiring non-renewable 1A License; must acquire Arkansas Department of Environmental Quality (ADEQ) 1C License within one (1) year of acquiring 1B License; must maintain licensure for the duration of employment in this position.
NOTE: Qualified applicant who currently hold a P.E. (Professional Engineer) License will be considered for reclassification to SW Engineer II.
