POSITION SUMMARY

This position requires an extensive and varied knowledge of fiber system construction procedures/equipment and is the OzarksGo's field representation for project administration and coordination on new construction projects and projects at existing facilities. Responsibilities include: monitoring crews' safety, quality, progress/schedule, & cost, as well as coordinating project work with personnel as to not affect facility operation. Foreman are assigned to a project and works on location for the duration of the assignment.

Additional responsibilities include: assists in the training of employees; develops and trains apprentices; delegates work assignments; responds to questions; assigns specific tasks and assures that work is equitably distributed; establishes the work place; demonstrates proper work methods. Foreman will also report to higher level supervisor on need for additional training; on status of work; cause of delays; need for changes; and on performance of individual workers.

REPORTING RELATIONSHIPS

Reports to: Operations Coordinator

Supervises: Construction Personnel as assigned

MAJOR RESPONSIBILITIES

Directs the activities of his/her crew(s), assigns work to personnel reporting to him/her, assures that all authorities and responsibilities are understood, knowing that he/she may not be relieved of his/her overall accountability.
Prepares all reports as required in carrying out his/her duties.
Assures the equipment is used properly and within the design limitations.
Assures that work is performed in accordance with specifications and safe working practices.
Keeps supervisor advised of work progress and activities.
A very thorough knowledge and understanding construction specifications and drawings for fiber construction.
Ability to deal with employees and members in a courteous and professional manner.
Capacity to apply common-sense understanding to carry out instructions furnished in written, oral, or diagram form.
Capability to deal with problems involving several concrete variables in standardized situations.
Proficient in skills applied to addition, subtraction, multiplication, and division in all units of measure, using whole numbers, common fractions, and decimals.
Read and comprehend simple instructions, short correspondence, memos, and technical information related to the trade.
Effectively present information in one-on-one and small group situations to members, and other employees of the organization.
Demonstrate a high level of initiative and judgment to determine how to proceed with the assignments.
Ensures that all construction personnel follow standard safety rules, practices, and operating procedures.
Completes work orders, material tickets, time sheets, mileage records, job orders and other reports.
Maintains and properly uses all vehicles, equipment and tools which is assigned.
Performs after-hour maintenance and repair work on stand-by duty as assigned.
Answer trouble calls and takes necessary actions to restore service.
Promotes positive relationships with co-workers, OzarksGo subscribers and members of the OzarksGo's Management.
Assist Operations Coordinator as needed.

The Underground Fiber Construction Foreman shall be required to perform any other duties assigned in order to fulfill the objectives of OzarksGo.

EXTERNAL CONTACTS

Consumer/Members: Courteously answers member inquires, and, if unable to do so, directs them to the appropriate person, making every effort to gain their increased understanding and acceptance of the OzarksGo plans, programs, and policies.
Other Utilities: Maintains contact with other utilities during construction and maintenance activities.
Public Officials: Works with and assists Highway Departments, state and local; law enforcement agencies, state, county, and city when necessary. Works with city inspection personnel to enable jobs to be completed.

POSITION SPECIFICATIONS

Education, Training, and Experience: High school diploma or equivalent required. Must be able to read, write and understand verbal and written instructions. Must be familiar with the considerable hazards that exist in falls, automobile traffic and falling objects and with the proper use of protective and safety equipment. Must be able to perform first aid and CPR. Needs a minimum of 3 years' experience in fiber optic construction with increasing levels of responsibility.
Equipment Operated: Must have a current Class A or B CDL. Must be able to operate all assigned equipment including bucket, bulldozer, forklift, backhoe, trencher, directional drill, winches, drills, chainsaws, and high compression tools.
Abilities and Skills: Must be able to read and interpret documents such as safety rules, operation and maintenance instructions, and procedure manuals. Required to write simple correspondence. Requires ability to speak effective before groups of customers or employees of organization. Must be able to apply simple mathematics and apply concepts of basic algebra and geometry. Requires ability to carry out detailed written or oral instructions, and deal with problems involving a few concrete variables in standardized situations. Must be able to deal with a variety of people in varying situations with tact and diplomacy.
Physical Effort: Must be able to perform all activities listed in the job description with or without reasonable accommodation. This position is frequently required to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, and talk and hear. The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
Working Conditions: This position is frequently exposed to moving mechanical parts, high, precarious places, outside weather conditions, and risk of electrical shock. The employee is occasionally exposed to vibration. The noise level in the work environment varies from low to loud. Hours may be irregular and include nights, weekends, and holidays.
