Assists with financial accounting operations and budgetary functions; performs cost accounting duties; assists with financial reporting; maintains records of property, plant, and equipment; reviews and records asset additions and retirements; acts as Controller when designated; performs other essential duties as deemed necessary.

• Responsible for financial planning of LRWRA annual operating and capital budget process.
• Analyzes and communicates monthly budget vs. actual variances to Supervisors and Senior Leadership.
• Analyzes and reports capital project expenditures, develops costs analysis for capital projects when required, and develops labor and equipment overheads.
• Liaison between Engineering and Finance on capital projects and project areas to include timelines and funding requirements.
• Processes Bond Construction transfers and maintains Revenue Bond Construction records.
• Assists Controller with annual audit prep
• Responsible for writing Comprehensive Annual Financial Report
• Responsible for submission of annual GFOA audit and budget awards
• Assists Controller with accounting for investments, maturities, discounts, premiums, and interest earned.
• Assists with sewer rate, affordability methodology and cost of service analyses.
• Direct preparation of studies, reports, analysis, and recommendations in areas such as budgets, forecasts, financial plans, statistical reports and business forecasts.
• Conduct special studies to analyze complex financial actions and prepare recommendations for policy, procedure, control or action.
• Processes Bond Construction transfers and maintains Revenue Bond Construction records.
• Completes internal audits of cash and bid purchases to ensure company policies are adhered to, reports inconsistencies, and recommends process changes, as necessary.
• Issue’s tax and government reports.
• Assists with implementation and development of financial programs and procedures.
• Oversees, coordinates, reconciles, and reports annual storeroom and fleet inventories.
• Maintains fixed asset records, to include asset costs, depreciation expense, and retirement of assets sold or abandoned.
• Supervises the work product and responsibilities of other accounting staff associates as necessary to include hiring, staff development, evaluating performance, providing candid and constructive feedback regarding strengths and weaknesses and ensuring expectations as to productivity are met consistently.
• Performs other duties as assigned.

• Undertakes any reasonable request within capabilities that is for the good of the community and the utility.

LEVEL OF SUPERVISION RECEIVED (minimal, regular, general, daily):
• Minimal
• This position may supervise staff as necessary.
• B.S. in Accounting or the equivalent combination of education and experience is required.
• Preferred CPA or CMA.
• Some experience in supervising staff and organizing and monitoring work processes.
• Knowledge of modern principles and practices of governmental or public accounting.
• Ability to identify problems, collect data, establish facts, and draw reasonable conclusions.
• Ability to analyze budget estimates and detect improper or unrealistic requests.
• Ability to make presentations to LRWRA staff, regulatory agencies, city officials, and the public as required.
• Knowledge of computers using Windows-based word processing software, spreadsheet and database applications.
• Ability to communicate effectively with government agencies, etc. and the public.
• Ability to read, analyze and interpret complex documents.
• Ability to document programs and procedures.
• Ability to schedule projects and meet deadlines.
• Ability to proofread and edit.
• Ability to respond effectively to sensitive inquiries or complaints.
• Ability to prepare clear, concise reports.
• Ability to obtain and maintain valid Arkansas driver’s license.
