Position Summary:

This position requires an extensive and varied knowledge of underground communications construction procedures/equipment and is OzarksGo's field representation for project administration and coordination on the underground portion of the FTTH construction project. Responsibilities include; monitoring multiple contract crew's safety, quality, progress/schedule, & cost, as well as coordinating project work with Design personnel to determine routing of underground plant.

Additional responsibilities include: Working with locators to insure work can be completed in a timely manner. Submitting permits to various government entities as needed. Making field decisions on routing after locates come in. Work with MDU and subdivision management to get permission and approval for placement of fiber to these developments. Dealing with restoration issues in and on members yards and property.

Reporting Relationships:

Reports to: Outside Plant Manager
Supervises: Contract Personnel

Major Responsibilities:

Coordinates the activities of the multiple contract crews to insure that the overall project schedule is met.
Processes contractor paperwork for accuracy and completeness.
Ensures that Contract personnel work to safety standards that meet or exceed any state, federal or company standards as required by the contract.
Assures that work is performed in accordance with specifications as required by the contract.
Keeps supervisor advised of work progress and activities.
A very thorough knowledge and understanding underground construction of Fiber to the Home.
Ability to deal with contractors, employees and members in a courteous and professional manner.
Capacity to apply common-sense understanding to carry out instructions furnished in written, oral, or diagram form.
Capability to deal with problems involving several concrete variables in standardized situations.
Proficient in skills applied to addition, subtraction, multiplication, and division in all units of measure, using whole numbers, common fractions, and decimals.
Read and comprehend simple instructions, short correspondence, memos, and technical information related to the trade.
Be able to use computer, iPad and iPhone to document activities of contract crews and status of the project.
Effectively present information in one-on-one and small group situations to members, and other employees of the organization.
Demonstrate a high level of initiative and judgment to determine how to proceed with the assignments.
Ensures that all contract personnel follow standard safety rules, practices and operating procedures.
Completes work orders, material tickets, time sheets, mileage records, job orders and other reports.
Maintains and properly uses all vehicles, equipment and tools which are assigned.
Performs after-hour supervision on stand-by duty as assigned.
Answers trouble calls and takes necessary actions to remedy the situation.
Promotes positive relationships with co-workers, Cooperative members and members of the Cooperative's Board of Directors.
Assist Outside Plant Manager as needed.

External Relationships:

Consumer/Members: Courteously answers member inquires, and, if unable to do so, directs them to the appropriate person, making every effort to gain their increased understanding and acceptance of OzarkGo's plans, programs and policies.
Other Utilities: Maintains contact with other utilities during construction and maintenance activities.
Public Officials: Works with and assists Highway Departments, state and local; law enforcement agencies, state, county, and city when necessary. Works with city inspection personnel to enable jobs to be completed.

Position Requirements:

Education, Training, and Experience: High school diploma or equivalent required. Must be able to read, write and understand verbal and written instructions. Must have 4 years experience in underground construction, maintenance and operation of communications systems. Must be familiar with the considerable hazards that exist in underground construction, automobile traffic and buried lines and with the proper use of protective and safety equipment. Must be able to perform first aid, CPR.

Equipment Operated:

Must have a current driver's license without violations that would prohibit insurability.

Abilities and Skills:

Must be able to read and interpret documents such as safety rules, operation and maintenance instructions, and procedure manuals. Required to write simple correspondence. Must be able to create Microsoft Word, Excel and Outlook documents, spreadsheets, and emails. Requires ability to speak effective before groups of customers or employees of organization. Must be able to apply simple mathematics and apply concepts of basic algebra and geometry. Requires ability to carry out detailed written or oral instructions, and deal with problems involving a few concrete variables in standardized situations. Must be able to deal with a variety of people in varying situations with tact and diplomacy.

Physical Effort:

Must be able to perform all activities listed in the job description with or without reasonable accommodation. This position is frequently required to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, and talk and hear. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

Working Conditions:

This position is frequently exposed to moving mechanical parts, precarious places, outside weather conditions. The employee is occasionally exposed to vibration. The noise level in the work environment varies from low to loud. Hours may be irregular and include nights, weekends and holidays.
