The Human Resources Office is located in Suite 100 of the Pulaski County Administration Building – 201 South Broadway St. Little Rock, Arkansas.

PRIMARY RESPONSIBILITY / FUNCTION: Responsible for the administration of the Pulaski County HOME Fund Program including tenant selection for the Tenant Based Rental Assistance Program, rental property inspection, fiscal management of funds, and residential rehabilitation projects.
ESSENTIAL JOB FUNCTIONS:
¯ Researches available grants, options, and objectives aimed at enhancing, enlarging, or redirecting the HOME program within Pulaski County; makes recommendations to supervisor.
¯ Reads and interprets grant regulations to ensure compliance in development of departmental policy and in answering questions.
¯ Develops and provides on-going maintenance of the administrative plan required by the Arkansas Department of Finance Authority.
¯ Ensures the screening, evaluation and determination of eligibility of applicants based on their income level, criminal convictions, and citizenship documents.
¯ Ensures HOME Program requirements, responsibilities, and procedures are explained to tenants and landlords.
¯ Reviews HOME Program application paperwork submitted by staff including contract leases, rent reasonableness and other pertinent documents to ensure regulations are met and appropriate documentation has been submitted; ensures applications are processed in a timely manner.
¯ Investigates complaints from tenants or landlords concerning the rental agreements; responds to the landlord, tenant, or outside agency accordingly.
¯ Ensures the initial conducting of re-examination housing inspections for compliance of HOME Program rental units with federal policy standards; makes recommendation for program denial for noncompliance.
¯ Conducts training sessions for landlords to inform them of rules, regulations, and details concerning the HOME Fund Program.
¯ Meets with other governmental agencies to obtain assistance in coordinating additional client services; serves on committees relative to client services.
¯ Conducts hearings on termination, denial, and fraud cases.
¯ Reviews all HOME Program files including contracts, leases, rent reasonableness, and other pertinent data to ensure compliance with Federal Regulations.
¯ Supervises HOME Program staff; schedules issuing of vouchers and opening of waiting list; schedules and monitors work assignments and conducts performance appraisals.
¯ Submits budget requests for HOME Program section.
¯ Maintains time and attendance records for staff.
¯ Prepares advertisements for local newspaper, radio, television, and the media to seek participation in HOME program.
¯ Conducts follow-up to inspections performed by HOME Program staff to ensure compliance with HOME Program quality standards.
¯ Writes department policies and procedures for HOME Program ensuring compliance with all applicable statutes, HOME Program regulations, and County policy.
¯ Maintains effective relationships with realty companies, apartment complexes, landlords, and other organizations to maximize program efficiency.
¯ Ensures the efficient maintenance of HOME Program assistance logs and other records.
¯ Reviews and approves the monthly HOME Program assistance payments; ensures payments are submitted to landlords and clients as appropriate in a timely manner.
¯ Ensures all appropriate financial and program status reports are prepared and distributed in a timely manner.
¯ Trains HOME Program staff and ensures cross-training of assigned staff.
¯ Ensures the HOME waiting list is purged as needed.
¯ Performs other related duties as required.
NUMBER OF PERSONNEL SUPERVISED: Provides supervision to one Housing Technician.
WORKING CONDITIONS:
Duties are primarily performed in a smoking-restricted office environment with occasional duties required outside the office at various home and job sites and meetings at outside agencies.
MINIMUM QUALIFICATIONS:
Completion of a Bachelor’s Degree in Psychology, Social work, Sociology, Public Administration or a related field; considerable work experience in the administration of Social Service programs, Public Administration or a related area; or any equivalent combination of experience and training which provides the required skills, knowledge and abilities.
ADDITIONAL REQUIREMENTS:
Must be able to obtain Federal Housing Inspector certification within six months.
Must possess or be able to immediately obtain a valid Arkansas Driver's license.
Satisfactory completion of a criminal background examination.
