Justin Archer Birch has been named the national director of workforce development at Rural Local Initiatives Support Corp., a nonprofit community development financial institution, in Little Rock.
Birch will work on rural development, serving organizations, postsecondary institutions and industrial partnerships in 2,200 rural counties and 47 states.
Ateca Foreman has been appointed by Gov. Asa Hutchinson as executive director of the Arkansas Fair Housing Commission in Little Rock.
Foreman, who has worked in public housing in Arkansas and Tennessee, replaced Leon Jones Jr., who is running for Arkansas attorney general in 2022.
Greg Smith has been promoted to vice president of Crow Group in Morrilton, while Bob Gordon has been hired as senior project manager.
Smith previously was the senior project manager for the firm. He has more than 40 years of experience in industrial construction and water and wastewater management.
Gordon has 25 years of experience in industrial and nuclear project management.
