Joseph J. Leonard Jr., who retired from the U.S. Coast Guard after 28 years, leaving with the rank of commander, has joined the response team at the Center for Toxicology & Environmental Health of North Little Rock as a senior consultant.
Leonard will offer incident management services, including exercise design, development and execution; training; plan development and validation; business continuity and continuity of operations consultation and support; and incident and event management, support and coaching.
