James J.E. “Ep” McClelland Sr. could have stayed in Houston after World War II, but he saw something in his Fayetteville hometown worth building. 

In 1963, he founded McClelland Consulting Engineers, focused on serving northwest Arkansas’ municipalities and the University of Arkansas. His son Jim expanded that vision southward in 1977, opening a Little Rock office that helped transform a regional practice into a statewide presence.

Today, MCE’s 167 employees operate from six Arkansas offices, delivering civil, structural and geotechnical engineering alongside surveying, landscape architecture and construction services. That comprehensive in-house capability means clients work with one team from planning through post-construction support.

The firm’s competitive edge lies in what national firms often sacrifice: responsiveness, direct communication and genuine regional expertise. MCE, which remains independent, focuses on providing clients with a partner who understands local regulations along with the community’s long-term needs.
