Harbor Environmental, Inc. (Harbor) has been acquired by Terracon, an employee-owned engineering consulting firm based in Olathe, Kansas.
Headquartered in Little Rock, Harbor provides engineering, compliance, digital and sustainability services. The firm will continue to be based locally as Harbor Environmental, A Terracon Company. Clients will also continue to work with the same Harbor teams. Harbor’s 38 nationwide employees will join Terracon.

Terracon’s presence in Arkansas has been expanding since the company’s 2023 acquisition of Pollution Management Inc. (PMI), a provider of engineering and environmental services based in Little Rock and Fayetteville.
In addition to PMI, Harbor will join Terracon’s existing operations in Little Rock and Springdale; Springfield and Joplin, Missouri; and Oklahoma City and Tulsa, Oklahoma.

We know there are good things to come,” said president of Harbor Leslie Davis in the release.
Terracon has more than 6,000 employees in more than 175 locations nationwide. The Harbor acquisition is Terracon’s third of 2024.
